This is the lecture, delivered two years before the Harpers first edition.
Wells published a collection of essays on the future organisation of knowledge and education, World Brain, including the essay “The Idea of a Permanent World Encyclopaedia.” In this, Wells foresees something like the world-wide web, or a version of Wikipedia.
